US Treasury Releases Comprehensive AI Risk Guidebook for Financial Institutions to Enhance Security
The US Treasury has released a collection of key documents tailored for the US financial services industry. These outline a structured approach to AI risk management in both operations and policy (see the subheading ‘Resources and Downloads’ near the bottom of the linked page). Central to this is the CRI Financial Services AI Risk Management Framework (FS AI RMF), accompanied by a detailed Guidebook. This framework is the result of collaboration among over 100 financial institutions, regulators, and technical experts, aiming to help firms identify, evaluate, manage, and govern AI-related risks while promoting responsible AI adoption.
Sector-specific AI risk management is critical because traditional governance frameworks don’t fully address issues like algorithmic bias, limited transparency in AI decision-making, cybersecurity vulnerabilities, and complex interdependencies between systems and data. Particularly, large language models (LLMs) raise concerns due to their unpredictable and context-dependent output.
While existing regulations and general AI risk frameworks such as the NIST AI Risk Management Framework offer broad guidance, they lack the granular detail necessary for financial institutions with sector-specific challenges and regulatory expectations. The FS AI RMF extends NIST with practical controls and tailored implementation advice.
Core components of the FS AI RMF
The framework integrates AI governance with existing governance, risk, and compliance (GRC) processes within financial institutions. It features:

- Risk and control matrix: Defines risk statements and control objectives aligned to adoption stages.

Control objectives span governance and operational domains, such as:

- Fairness and bias monitoring
- Cybersecurity controls

The Guidebook offers sample controls and evidentiary examples to support compliance, but each institution must tailor the controls to fit its unique context.
Additionally, the framework recommends dedicated AI incident response plans and maintaining a centralized AI incident repository to track failures, aid detection, and improve governance continuously.

The FS AI RMF embraces foundational principles including validity, reliability, safety, security, accountability, transparency, explainability, privacy protection, and fairness.
