SAP is advancing its sovereignty strategy with the launch of EU AI Cloud — a unified framework designed to give organisations across Europe greater choice and control over how they deploy AI and cloud services.
EU AI Cloud is built to support organisations operating through SAP's own data centres, other European cloud providers, or on-premise infrastructure topologies.

SAP is also partnering with Cohere to deliver new agent-style and multimodal AI tools via Cohere North. These models will be accessible through SAP Business Technology Platform (SAP BTP), offering industries with strict data residency requirements a compliant path to building advanced AI systems.

SAP is building EU AI Cloud alongside several European and global partners. Models and applications from Cohere, Mistral AI, OpenAI, and others are integrated directly into SAP BTP. Enterprises can access partner XaaS tools and choose where to run them — maintaining flexibility without sacrificing compliance.
The overarching aim is to give both enterprises and public sector organisations access to modern AI capabilities while remaining within European standards for security, data protection, and sovereignty.

EU AI Cloud operates through SAP Sovereign Cloud, which allows customers to select their preferred level of control across the stack. AI models run on SAP's cloud infrastructure and SAP BTP within European data centres — keeping operations fully separate from US hyperscalers.

Infrastructure is managed by SAP but physically housed in a customer's chosen data centre. This option offers the highest level of control over data, operations, and legal requirements, while retaining full access to SAP's cloud architecture.

Some customers may continue running SAP commercial SaaS on global cloud providers. In these cases, sovereignty elements can be layered in based on specific regional requirements.
